INFORMATION ANNOUNCEMENT

With the purpose of implementing the Kyrgyz Republic Government’s Enactment №879 as of 22 December, 2006, “Holding of a pilot contest for the right of using the radio frequency spectrum bands in 3G WCDMA\UMTS third generation standard”

THE NATIONAL TELECOMMUNICATION AGENCY OF THE KYRGYZ REPUBLIC IS ANNOUNCING A PILOT CONTEST FOR THE RIGHT OF USING THE RADIO FREQUENCY SPECTRUM BANDS IN WCDMA\UMTS THIRD GENERATION MOBILE COMMUNICATION STANDARD

The contest will be held at the National Telecommunication Agency of the Kyrgyz Republic located at: 7-Б Baitik Baatyr St, Bishkek, on 30 January, 2007, at 12:00. The submission deadline for applications, including posted applications, is: 30 January, 2007 at 12:00 inclusively (Bishkek time).

The applications and documents relating to the contest should be delivered (posted) to: the National Telecommunication Agency of the Kyrgyz Republic, located at 7-Б Baitik Baatyr St, Bishkek, 720005, Kyrgyz Republic. Attachments to the application form should be submitted in a sealed envelope. An applicant may submit the application form and the attachments in an envelope together or at different times, but not later than 12:00, on 30 January, 2007.

Specifications of the radio frequency spectrum bands allotted for the contest:
10 MHz for reception, for FDD operation mode (frequency duplex) within the band range of 1920 – 1980 MHz
10 MHz for relay, for FDD operation mode (frequency duplex) within the band range of 2110 – 2170 MHz
5 MHz for TDD operation mode (temporary duplex) within the band range of 1885 – 1920 MHz or 2010 – 2025 MHz

To participate in the contest, an applicant must submit to the National Telecommunication Agency of the Kyrgyz Republic:
A standard application form in compliance with Annex 2 of the Temporary Regulations on holding the pilot contest for the right of using the radio frequency spectrum bands in 3G WCDAM\UMTS third generation mobile communication standard as approved by the Enactment №879 as of 22 December, 2006, (see https://nas.kg).
- notarized copies of state registration certificates and establishment documents of the applicant;
- if a resident of the Kyrgyz Republic:
a bank guarantee with a saving (deposit) certificate in attachment issued by one of the commercial banks of the Kyrgyz Republic in order to confirm availability of a deposit of not less than liability free 10 million US dollars for the project implementation period. The funds will be used in process of project implementation;
- if a non-residents of the Kyrgyz Republic:
a bank guarantee from a rating commercial bank with a confirmation of liability free funds on deposit in the amount of not less than 10 million US dollars available for the project implementation period which will be used in process of project implementation;
- information on the company’s activity;
- the applicant’s obligations on the contest written in free style, not exceeding five typing pages in length (each page of the obligations must bear the page number and the applicant’s signature). The obligations provided in Annex 1 of the Interim Provisions approved by the Government’s Enactment №879 as of 22 December, 2006, are an integral part of the obligations of the contest applicant;
- a copy of a payment order as the confirmation of the payment of the contest fee in the amount of 50 (fifty) thousand soms via transfer of the funds to the account of the National Telecommunication Agency of the Kyrgyz Republic;

The applicant must also submit nine copies of the listed above documents (for the jury members).

The National Telecommunication Agency of the Kyrgyz Republic has the right to deny participation of an applicant if the applicant fails to meet the submission requirements as specified in the Interim Provisions on the holding of the contest for the right of using the radio frequency spectrum band in 3G WCDAM\UMTS third generation mobile communication standard.

The documents submitted for participation in the contest will not be returned.

The Kyrgyz Republic Government’s Enactment №879 as of 22 December, 2006, on the holding of the contest for the right of using the radio frequency spectrum band in 3G WCDAM\UMTS third generation mobile communication standard together with contest information is available on the website of the National Telecommunication Agency of the Kyrgyz Republic: nas.kg.
